I’m incredibly proud of what our Council accomplished this term. This term was all about results: we set a clear vision, we worked collaboratively with residents, and we delivered improvements that will make life better in Victoria.

I’d like to share some of the biggest successes of our council term. I also want to acknowledge my council colleagues, our incredible city staff, and the many community partners who helped make all of this possible.

Top Accomplishments

Secured public approval to build a new Crystal Pool.

Approved 4,000 new rental homes and 2,000 affordable homes.

Acquired Hermann’s Jazz Club & built a new outdoor venue space in Ship Point

Started OUR DWTN, investing nearly $900,000 annually into downtown.

Passed the City’s first “Community Safety and Wellbeing Plan.”

Housing & Affordability

  • Approved over 9,000 new units of housing, including 5,000 rental units and 2,000 affordable homes.
  • Supported the largest affordable housing project in Victoria’s history with the new Evergreen Terrace re-development.
  • Advanced major city-building developments, including Harris Green, Bayview, and Capital Iron.
  • Approved 517 units of shelter and supportive housing for individuals experiencing homelessness.
  • Created a Tenant Protection Bylaw that provides protections, compensation and staff assistance for renters.
  • Passed Victoria’s first “Family Housing Policy” to incentivize 3-bedroom units.
  • Passed the Missing Middle Housing Initiative, to help encourage family-size housing in Victoria.
  • Reduced development cost charges for affordable housing by 100%.
  • Approved a visionary new Official Community Plan that will incentivize affordable housing built around walkable villages.

Parks & Liveability

  • Secured public approval to build a new Crystal Pool.
  • Took over the old YMCA building to ensure continued pool availability for residents during construction of the new pool.
  • Expanded the swim dock at Banfield Park in Vic West.
  • Committed $14 million dollars to rebuild every public washroom in Victoria.
  • Constructed a new Pickleball Hub and playground at Topaz Park.
  • New off-leash dog park in Harris Green (summer 2026).
  • Created four new community gardens.
  • Improved parks and playgrounds in Vic West and at Stadacona Park.

Arts & Culture

  • Acquired Hermann’s Jazz Club.
  • Built a new outdoor venue space in Ship Point.
  • Increased annual funding for festivals and events in Victoria.
  • Helped save Symphony Splash and Fernfest.
  • Amended zoning regulations to allow late night venues in Victoria.
  • Helped bring Hockey Day in Canada and the CFL game to Victoria.
  • Brought two successful Winter Arts Festivals to Victoria to help promote off-season events.
  • Brought a motion to create permanent funding for an arts community center in Fernwood.
  • Provided funds to support the arts hub at 780 Blanshard Street.
  • Supported the creation of a new Art Gallery of Greater Victoria as part of a new Industry, Arts and Innovation District.

Improving Downtown

  • Started the OUR DWTN program, which invests nearly $900,000 annually into downtown cleanliness, safety and cultural events.
  • Supported funding for a business-security fund, a facade improvement fund, and a Douglas street revitalization fund.
  • Led a tax-reduction program for businesses located in the downtown core.
  • Approved Uber and other ride sharing in Victoria.
  • Expanded street and boulevard patios for a more vibrant downtown and neighbourhood.
  • Supported the new Belleville Ship Terminal Project, to protect our tourist economy.

Community Safety

  • Supported and provided funding for the City’s first “Community Safety and Wellbeing Plan,” which provides a roadmap to addressing disorder and providing help to those in need.
  • Approved 517 units of shelter and supportive housing to help get people off the street.
  • Ended sheltering in Topaz, Stadacona, Vic West, Irving, Central, Hollywood and Beacon Hill park by hiring a Housing Relocation Coordinator to work with people to find suitable homes.
  • Created Indigenous-led program, delivered by PEERS, to help Indigenous people return to their home communities, if they have a desire to do so.
  • Worked with BC Housing to create a low-barrier shelter outside of downtown (Bridge St) for people sheltering on Pandora.
  • Supported harm reduction services to ensure people receive the medical and social support they need to recover and find treatment.

Climate & Green City

  • Committed to a 40% Urban Tree canopy by 2050 (up from 30%).
  • Supported expansion of public transit and sustainable transportation.
  • Made a major update to the city’s Climate Leadership Plan to incentivize zero-emission vehicles and improve waste reduction.
  • First municipality in BC to implement the Zero Carbon Step-code.
  • Supported pedestrianized areas across the city, including lower Government Street and other neighbourhood led spaces.
  • Supported funding for free bus passes for youth age 13-17.
  • Supported the 95 Blink express bus from downtown Victoria to Langford.
  • Brought bike share and a bike valet service to Victoria.
